The Secretariat of the National Higher Committee for Assessing Fragility and Stability in Iraq Discusses the Philosophy of Civilian Leadership over Security and Military Institutions

The Secretariat of the National Higher Committee for Assessing Fragility and Stability in Iraq held a high-level meeting at the Al-Nahrain Center for Strategic Studies, dedicated to discussing the importance of reconsidering the philosophy of civilian leadership over security and military institutions from the perspective of state fragility, based on the constitutional principle stipulated in Article Nine thereof, and in a manner consistent with the requirements of the strategic level, the pillars of national security, and the importance of analyzing the reality of civil-military and security relations and building a conceptual framework.

The meeting was chaired by the Secretary of the Committee, with the participation of representatives from a number of ministries and governmental institutions, including the Office of the Prime Minister, the Ministry of Defense, the Ministry of Interior, the security agencies, the National Intelligence Service, the National Security Service, the Counter Terrorism Service, the Popular Mobilization Commission, the Joint Operations Command, the Baghdad Operations Command, and experts from the Al-Nahrain Center for Strategic Studies.

The meeting also addressed identifying the legal gaps related to strengthening oversight and building a conceptual framework through the consultative platform at the National Security Advisory / Al-Nahrain Center for Strategic Studies, which represents a framework for exchanging visions and an effective response to contemporary strategic transformations and contributes to achieving stability.
